Founded in 1844, Butler Hospital is the state's only non-profit, free-standing psychiatric hospital providing adults, seniors and adolescents specialized assessment and treatment for all major psychiatric illnesses and substance abuse.
Butler is the major affiliated teaching hospital for psychiatry and behavioral health of The Warren Alpert Medical School of Brown University. It is the flagship hospital for its Department of Psychiatry and Human Behavior, which has been recognized by its peers as one of the top ten in the US. Butler is the major training site and the base hospital for the Brown University General Residency in Psychiatry. Many physicians and psychologists at Butler are also part of the Brown Institute for Brain Science and participate in exciting clinical research initiatives with this world-renowned center for neuroscience.
Butler Hospital is a part of Care New England Health System that employs approximately 900 full-time and part-time clinical and non-clinical staff. More than 75 volunteers assist the staff in nearly all areas of the hospital. The Board of Directors represents a cross-section of the business community.

President and Chief Operating Officer
Mary began her career at Butler in 1992 as a therapist in the occupational therapy department, ultimately becoming director. In 2004, she advanced to associate vice president of patient care services and clinical operations leader. During her 10 years in this role, she oversaw nursing operations, admissions, health information management and occupational therapy.
For various periods during her tenure, she also served as director of partial hospital services, director of medical records, director of occupational therapy, director of care planning and integration, and director of informatics (a role she currently still holds that will be reassigned). In 2011, Mary took on the responsibility of system privacy officer and developed CNE’s Health System Privacy Committee to standardize investigations of privacy incidents across the system.
For the past four years, as vice president for operations and business development and as a member of Butler’s executive management and CNE’s senior management, Mary has collaborated on system-wide integration of behavioral health and strategic planning for the system and the Hospital. In her new role as interim president and chief operations officer, Mary will continue to oversee most of the departments and service areas of her current role, with added oversight of executive leadership.
Senior Vice President and Chief Nursing Officer
Diane Ferreira, MHA, RN, CCM, joined Butler Hospital in 1989 as a graduate nurse. Since then she has advanced her knowledge of psychiatric care, working as Coordinated Care Clinician and Manager, Assistant Director of Care Planning, and as Director of Care Management and Social Services. In these positions, she has been instrumental in developing integrated teams from within Butler Hospital and Care New England, as well as community-based organizations from providers to payers.
She is experienced in contract development with insurance companies to improve access to care, transitions of care models to improve outcomes, and process management to align operations with emerging regulations, improve care delivery, and support team interactions.
In 2016, Diane assumed the role of Director of Patient Assessment Services and has worked hard to enhance access to care through the development of an integrated care team model. In August of 2017, Diane was named Associate Chief Nursing Officer and has played an important role as a member of the hospital’s executive management team. Through her unwavering commitment to patients and staff, Diane has developed a very effective interdisciplinary team that is highly responsive to the needs of patients who seek our services.
Diane received her bachelor’s degree in nursing from Rhode Island College and her master’s degree in healthcare administration from Salve Regina University. She also received the HARI Award for Excellence in Healthcare, a CNE Care Award for Cultural Diversity Celebration, and the President’s Award for Employee of the Year in 2014.
Vice President of Finance
Stephen E. Burke, CPA, MBA joined Care New England in January 2015 and subsequently joined Butler Hospital in March 2015. With more than 30 years of health care finance experience, Steve has worked at not-for profit hospitals, for-profit hospitals, and a Federally Qualified Community Health Center.
Steve earned a Bachelor of Science degree in Health Services Administration from Providence College and a Master’s in Business Administration from Bryant University. A Certified Public Accountant (CPA), Steve has also been an adjunct instructor in the Health Policy and Management Program at Providence College.
Senior Vice President and Chief Medical Officer, Chief of Geriatrics Services
Dr. Surti is the Chief Medical Officer and Chief of Geriatrics Services at Butler Hospital. He is Senior Vice President of Care New England. Dr. Surti is a Clinical Associate Professor in the Department of Psychiatry & Human Behavior, The Warren Alpert Medical School of Brown University, and is the Associate Program Director of the Brown University Geriatric Psychiatry Fellowship Training Program at Butler Hospital.
Previously he was the Associate Chief Medical Officer, Chief of Ambulatory and Emergency Services, Unit Chief of the Kent Unit at Butler Hospital, and served as the President of the Butler Hospital Staff Association. Dr. Surti graduated from the Dow Medical College in Karachi, Pakistan, and completed his psychiatry residency at the University of Illinois in Chicago. He then completed 1 year of training in geriatric psychiatry through the Brown University Geriatric Psychiatry Fellowship Training Program at Butler Hospital graduating in June 1999. Dr. Surti is board certified by the American Board of Psychiatry and Neurology (ABPN) in both Psychiatry and Geriatric Psychiatry. He serves on numerous Butler Hospital and Care New England committees. He is actively involved as a teacher at all levels of training in the Brown University Medical School and graduate programs. His clinical work is based at Butler Hospital. Dr. Surti is also a contributor to many research studies related to aging and Alzheimer’s at Butler Hospital. He was recipient of the 2017 Robert J. Westlake, MD Award for Physician Excellence, Butler Hospital, and a past recipient of The Dean’s Excellence in Teaching Award (2010, 2011, 2012, 2014, 2015 and 2020) from The Warren Alpert Medical School of Brown University.
Vice President of Operations
Scott Vansteeden, MBA, RN, journey in healthcare began in 2010 when he successfully earned his nursing degree and secured admission to the Graduate Nurse program. Throughout his tenure, Scott contributed his expertise to a range of units, demonstrating versatility and adaptability. In 2013, his outstanding performance led to a well-deserved promotion as the Clinical Assistant Nurse Manager of the Intensive Treatment Program.
In 2017, his continued dedication was recognized with a promotion to the position of Associate Chief Nursing Officer, reinforcing his commitment to enhancing clinical operations within the nursing department. Since August 2021, Scott has been at the helm as the Executive Director of Operations, consistently contributing as a highly regarded member of the executive management team. In his ongoing role, Scott will continue to steer clinical operations, encompassing staff scheduling and serving as the vital link to human resources for labor-related matters.
Associate Chief Medical Officer and Chief of Addiction Services
Kevin Baill, MD received his undergraduate education from the Pennsylvania State University and his medical degree from Jefferson Medical College. He completed his residency in General Adult Psychiatry at Saint Vincent’s Hospital where he served as Chief Resident during his final year of training. Dr. Baill then completed a fellowship in Public Psychiatry at Columbia University.
Dr. Baill’s professional interests include substance use disorders, administration and physician leadership. He received board certification in Addiction Medicine in 2019. Dr. Baill is currently Associate Chief Medical Officer at Butler Hospital, Chief of Substance Abuse Services, and current President of the Butler Medical Staff. He is a Director on the Care New England Board, chair of the CNE Credentials Committee and serves on the CNE Quality and Finance Committees. Dr. Baill is a current student in Brown University’s Master’s in Healthcare Leadership program, graduation anticipated May 2023.
